Is it permissible for a father to open special bank accounts for his young children in an Islamic bank to cover their university education expenses, provided that they cannot withdraw from them until after his death, in order to achieve equality in giving among the children?

A father must spend reasonably on his children's education during his lifetime. He is not obligated to set aside money for a child who has not yet reached school age, or a specific educational stage, with the intention of making them equal to one who has completed their education. This is not the required legitimate equality. Furthermore, such setting aside and restriction is considered a bequest to an heir, which is invalid. It is better to divide the existing wealth among all children according to the legitimate division, with the male receiving the share of two females, or to abandon the idea altogether.
