Is it permissible to spend from the funds of charity designated for Allah to compensate for a daily shortfall in donations?

It is permissible to exchange dinars designated for charity into smaller denominations from the same allocated money, for the money prepared for charity does not leave the possession of its owner until it is handed over to the recipient of the charity. Charity is not completed nor is ownership transferred except by قبض (taking possession), and it is permissible to revoke it before قبض.
