What is the ruling on purchasing a plot of land from the Syndicate by installment, where the price of the land increases with the extension of the installment period, and does this fall under the category of usury (riba)?

It is permissible for the syndicate to sell land plots it owns in installments at varying prices, depending on the down payment and monthly installments, provided that:

1. The syndicate owns the land, and the sale is not through Murabaha to avoid usury. 2. The sale is not conducted through usurious banks, as selling a "promissory note" to a bank with interest is unlawful. 3. The final price and installment amount are agreed upon before the end of the contract session to avoid invalidating the sale. 4. The syndicate does not impose a financial penalty on those who delay installment payments, as this is explicit usury.
