What is the ruling regarding an Imam who divides Surat As-Sajdah over two rak'ahs in the Fajr prayer on Friday?

The ruling concerning it is that he has violated the Sunnah, but the prayer is valid. However, if he occasionally recites other surahs (chapters) to teach the congregation that reciting those two surahs is not obligatory, then there is no harm in that.
