The issue of annulling an engagement should not be taken to the courts, as engagement is merely a promise of marriage and not a binding contract. Both parties have the right to withdraw from it if they are harmed by a long wait. Although breaking a promise is blameworthy and a characteristic of hypocrites, as stated in the Hadith: "If he promises, he breaks it," there is no material penalty for it unless there is an urgent necessity.
