What is the ruling on greeting a fasiq (openly sinful person) and a disobedient person—such as one who listens to music—and one whose state is unknown?

It is prescribed to greet all Muslims with salaam. It is also prescribed to shun a profligate (fasiq) if doing so is certainly beneficial. Otherwise, he should not be shunned; rather, one should patiently strive for his guidance.
