Is Surat Al-Insan (Hal Ata) Makkan or Madinan, and what is the refutation of those who claim it is Madinan and that Shaykh Al-Islam Ibn Taymiyyah erred in his assertion of its Makkan origin?

Surat al-Insan (Chapter of Man): Scholars have differed on whether it is Makkan or Medinan, or partly Makkan and partly Medinan. Some, like Ibn al-Hassar, Mujahid, Qatadah, and the majority, as transmitted by Al-Alusi and Al-Shawkani, held the view that it is Medinan. Others, such as Muqatil, Al-Kalbi, Ibn Abbas, and Ibn al-Zubayr, held the view that it is Makkan. Ibn Ashour preferred the view that it is Makkan because its style and meanings are consistent with Makkan surahs, and also because it is arranged as such in Ibn Mas'ud's Mushaf.
