Zakat is obligatory on all money owned by a Muslim if it reaches the nisab and a full Hijri year has passed on it. Zakat on money acquired during the year is detailed separately. If the state collects the obligatory zakat from you, then that is sufficient, and you are not required to pay it again. However, if the state collects some of the zakat and leaves some, then you must pay the remainder to those who are eligible.
