Is it permissible for employees to take fish used in research at an Egyptian governmental institute to eat them after the research is concluded?

If the institute permits taking the fish that were purchased with its funds, then there is no objection to it. The permission can be explicit, given verbally or in writing, or it can be customary within the institute that employees may benefit from these fish, for what is known by custom is like what is stipulated by condition.
