Is it obligatory to inform the Commission about a case of unlawful seclusion (khalwa) in a car accident, or is concealment more befitting? And is not informing considered condoning evil, or is it following the example of the Prophet (peace and blessings be upon him)?

If a woman's transgression with a man is proven, and she is not notorious for it, then it is preferable to conceal her fault, advise her, and call her to repentance. If she repents and shows remorse, then concealing her fault is commendable, based on the words of the Messenger of Allah, peace and blessings be upon him: "Whoever conceals a Muslim's fault, Allah will conceal his fault in this world and the Hereafter." However, if she is known for evil and corruption with persistence, then referring her case to the competent authority is more appropriate, and may even be obligatory, for her discipline. People are divided into two categories regarding concealment: The first is a concealed person, not known for transgressions; it is not permissible to expose him. The second is notorious for transgressions; he has no right to privacy, and there is no harm in investigating his matter to establish the prescribed penalties upon him.
