"Waswas" (whispering doubts) should be disregarded. The expulsion of anything is not definitively established except by absolute certainty. The fluid that typically exits is madhiy (pre-seminal fluid), which is impure and necessitates wudu (ablution). It is obligatory to purify any part of the body or clothing that it touches, and sprinkling water on the clothes is sufficient. Whoever is afflicted with incontinence of madhiy should perform wudu after the time for prayer begins and pray; whatever exits from him after that will not harm him, for the matter is made easy.
