What is the correct Islamic ruling on the marriage of a chaste person to a repentant fornicator?

It is not permissible for a chaste Muslim woman to marry a fornicator, nor is it permissible for a chaste Muslim man to marry a fornicatress. However, if the fornicator repents sincerely and his condition improves, it becomes permissible for him to marry a chaste Muslim woman, and for her to marry him; for one who repents from a sin is like one who has no sin. The establishment of the hadd punishment is not a condition for repentance; rather, it is recommended for one who has fallen into this abomination to repent and conceal himself, and not inform anyone about it.
