Is it permissible to take a fee from the amount designated for building a mosque in Egypt to cover the travel and accommodation expenses of a person residing in the UAE?

Funds endowed for the construction of a mosque are restricted to its necessities. The agent supervising the project is not permitted to benefit from these funds for personal use, unlike the overseer (Nazir). The agent is allowed to take expenses for communication and similar needs, and a travel ticket if their presence is essential for the project. However, they are not permitted to take a fee for their labor.
