Is it permissible for a mother to pay the zakat on her money to her university student son to help him complete his education, given that she took out a loan for his education and some of the money from it is still remaining (has completed a Hawl)?

We have previously issued a fatwa regarding the ruling on a mother paying her zakat money for her son's university studies, numbered: 120226. Zakat is not to be paid to a university student except under conditions mentioned in fatwa number: 137746.
