Does a person's choice between belief and disbelief fall under the umbrella of divine decree (qada') and destiny (qadar), meaning that God's foreknowledge of what a person will choose makes this choice an act of divine decree and destiny?

Every event in the universe occurs by the will, decree, and predestination of Allah. As for humans, are they compelled or given a choice in their actions? All their actions have been preceded by divine decree and predestination. The Prophet, peace and blessings be upon him, said: "There is none among you but his seat in Paradise or Hellfire has been recorded." When he was asked, "Should we not then rely [on this] and abandon action?" He replied, "No, act, for everyone is facilitated for that for which he was created."
