If a request for travel ticket support from an internal entity relies on deceiving that entity into believing that a portion of the cost was not covered by another entity, when in reality it was, then it is not permissible for the applicant to take this money. This is because they obtained it based on an inaccurate description. Ibn Hajar Al-Haytami mentioned that if someone is given something because of a characteristic that the giver believes them to possess, but which is internally contrary to the truth, then it is absolutely forbidden for them to take it.
