It is permissible for a fasting person to rinse their mouth with water, or with water and salt, especially if there is a need for it, such as to alleviate pain, provided caution is exercised to prevent anything from reaching the internal cavity. If something accidentally reaches it, there is no sin upon him, and his fast remains valid, because the mouth is considered to be of the outer parts of the body. The Prophet, peace and blessings be upon him, and his Companions used to do what would alleviate the severity of fasting for them.
