What is the Islamic ruling on a 24-year-old girl marrying without a guardian (wali) and with the presence of unfamiliar witnesses, after her father refused her engagement and insisted on her traveling to a foreign country?

The marriage of the girl is valid if the judge marries her off due to her father's refusal to marry her to a suitable man. The judge has the authority to order the guardian to marry her off, or to transfer the guardianship to someone else, or to marry her off himself. The fact that the two marriage witnesses are strangers does not affect the validity of the marriage, as long as their testimony is acceptable. Consequently, cohabitation between her and her husband is permissible.
