What should a traveler do if he passes by people praying Maghrib while he intends to pray Isha shortened?

If a traveler intends to pray 'Isha behind someone praying Maghrib, he completes his prayer and does not shorten it, because one of the conditions for shortening the prayer is that the traveler does not follow a resident (mتم), or someone who is performing a complete prayer in itself.
