Is it permissible for someone suffering from slight fecal incontinence—where very small spots of stool are discharged—to suffice with washing the anal area and wearing his defiled garment, due to the extreme hardship and fatigue he experiences from frequently changing clothes and performing repeated ablutions?

If the emission of this substance is doubtful, then do not mind the waswas (whispers of Satan) and act upon the principle that nothing has been emitted. However, if you are certain of its emission, then protect yourself by placing something on the area, then remove it after the discharge ceases. Then perform istinja' (washing of private parts) and wudu' (ablution) for prayer. If its emission is continuous, then perform wudu' after the entry of the prayer time and pray as much as you wish with that wudu'. If it is difficult for you to protect yourself, you may act according to the Maliki school of thought, which views as excusable the impurity that exits without a person's choice when there is severe hardship.
