"If someone delays making up for missed days of Ramadan due to a valid excuse until the next Ramadan begins, then there is nothing upon him except to make up those days. As for someone who delays it without a valid excuse, he has sinned, and he must make up those days. Does he also owe a fidyah (expiatory feeding)? The majority of scholars hold that the fidyah is obligatory, which is feeding one poor person for each day. This obligation becomes due upon him as soon as the second Ramadan begins. He may pay it at that time or delay it along with making up the days. It is preferable to pay it promptly. It is permissible to feed the poor before, concurrently with, or after making up the missed fasts."
