Paper currencies hold the same ruling as gold and silver regarding the rules of usury (riba) and zakat. Whoever borrows an amount in paper currency must return the equivalent amount, regardless of changes in its value (whether it increased or decreased), because its characteristic as a medium of exchange remains. It is not permissible, according to Islamic law, to agree at the time of contract execution to link deferred debts to cost indices, or to gold and silver, or to another currency, or to interest rates, because this leads to uncertainty (gharar), ambiguity (jahala), injustice, and dispute.
