The original principle regarding the fulfillment of fixed debts in a specific currency is in kind (mithl), not in value. However, when the currency's value collapses and declines drastically, even if it remains in circulation, this change must be taken into consideration. This view has been adopted by most contemporary scholars and some earlier ones. Dr. Ali Al-Qaradaghi is of the opinion that paper money is mithli (fungible), and it does not cease to be mithli unless its value collapses or there is excessive gharar (deception/fraud) involved. A decrease of more than half of the currency's value is considered a collapse, and not taking this into account leads to excessive gharar, so the value is considered in this case.
