Is zakat obligatory on government-subsidized money if a Hawl (lunar year) passes over it and it reaches the Nisab (minimum threshold)?

If the money is not owned by specific individuals, but rather by a charitable organization, and it is spent on its da'wah (preaching) and charitable activities, and also disbursed to those who manage it, then there is no zakat on it because it does not have a specific owner. In this regard, it is similar to the funds of charitable associations.
