Is stolen money considered zakat or sadaqa?

Stolen money is not sufficient to be counted as zakat, due to the condition of intending zakat when it is disbursed, and because the thief may not be among the recipients of zakat. However, giving it as charity, in the sense of forgiving the thief and pardoning him, is permissible.
