Is compensation for the theft of money and a mobile phone from a residential unit in a tourist village with strong security permissible or forbidden?

If the theft was not a result of negligence in guarding, then you are not owed anything by the tourist village except a gift. However, if it was a result of their negligence, then they are obliged to pay the value of what was stolen from you.
