What is the religious ruling on eating Korean food, "noodles," that is free of meat, but contains "beef extract powder"?

Most of Korea's population are not People of the Book. Therefore, the default ruling for their slaughtered animals is prohibition, and similarly for any powder extracted from them, unless it undergoes a complete transformation from its original essence to another, in which case it becomes permissible to use according to the view of those who apply the principle of istihalah (transformation). Doubt concerning the occurrence of this transformation keeps us on the original ruling, which is prohibition.
