What is the ruling on one who consumed his daughter's dowry without her permission or consultation?

The dowry is an exclusive right of the wife, as Allah Almighty says: "And give the women [in marriage] their dowries as a free gift" (An-Nisa: 4). The father is not permitted to take from his daughter's money except with her consent, or if he is in need, provided it does not harm her, based on the Prophet's (peace be upon him) saying: "You and your wealth belong to your father," and his saying (peace be upon him): "Indeed, the best of what you eat is from your earnings, and your children are from your earnings."
