Is it permissible to apply for social housing apartments in order to sell the current apartment to my brother at a symbolic price, knowing that applying for these apartments involves an element of usury?

If social housing involves a usurious transaction with the bank, it is not permissible to proceed with it, because lending with interest is forbidden by Islamic law. In this case, there does not appear to be a necessity that would permit usurious borrowing.
