They should find a solution and reconcile with the state. The state might cede another plot of land to them, or give them money to purchase alternative land, or sell it to any institution permitted to establish environmental projects.

If the municipality prevents the construction of an Islamic center on one plot of land but offers a larger one, it is permissible to sell the first plot to purchase and build a mosque and Islamic center.
