Is the Udhiyah valid if the one offering the sacrifice mentions the name of Allah and the Udhiyah with his tongue, but not the slaughterer?

The pronouncement of the Name (of Allah) by the slaughterer is a condition for the lawfulness of the slaughtered animal according to the majority of scholars. This is obligatory upon the slaughterer, not upon the owner of the sacrificial animal, and it is waived if forgotten or done out of ignorance. If the slaughterer intentionally omits the pronouncement of the Name, the slaughtered animal is unlawful. However, if it is omitted out of forgetfulness or ignorance, or if there is doubt about whether he pronounced it, then the sacrifice is lawful. As for the intention for whom the sacrifice is offered, the intention of the owner of the sacrificial animal is sufficient, and it is not required for the slaughterer to vocalize it.
