What is the reason for the اختلاف (disagreement) among scholars regarding the obligation of the niqab and the interpretation of its related verse in Surat An-Nur, and is it obligatory or not?

The disagreement among scholars on issues for which there is no explicit text is natural and common. One reason for this is their differing understanding of the texts. Among these issues is the niqab. Some scholars have used verses such as: (O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments), and (And tell the believing women to reduce [some] of their vision and guard their private parts and not expose their adornment except that which [necessarily] appears thereof and to wrap [a portion of] their headcovers over their chests) as evidence for the obligation of covering the face, while others have understood something different from them.
