Is the phrase "consider yourself like a divorced woman" considered a divorce, contingent upon the issuance of a divorce certificate or an explicit verbal pronouncement, with the intention of not enacting a divorce?

As long as you did not intend to effect a divorce with your utterance, then it does not occur, because it is not an explicit declaration of divorce. Therefore, divorce does not occur by it without intention. Ibn Qudamah said: "Whatever utterance can signify divorce is a kinayah (allusive expression), and divorce does not occur by it unless one intends it."
