Is it permissible to enter into a state of Ihram for two children whose age does not exceed two years, and is it permissible to cover the child in Ihram with a blanket due to the cold?

According to the majority of scholars, it is recommended to perform Hajj with children. Their guardian assumes the state of ihram on their behalf and ensures they avoid its prohibitions. It is permissible to cover them with a blanket or similar, except for their head, as covering a boy's head is among the prohibitions of ihram. However, if there is a fear of cold and it becomes necessary to cover his head, it is permissible, and the guardian must offer a fidyah, with the choice of fasting, feeding the poor, or sacrificing a sheep.
