What is the ruling on the prayer of one who says "Allahu Akbar" (God is the greatest) then "Sami'a Allahu liman hamidah" (Allah hears the one who praises Him) when rising from Rukoo' (bowing)?

The prescribed remembrance when rising from bowing (ruku') is to say, "Sami'a Allahu liman hamidah" (Allah hears the one who praises Him). This is obligatory according to the Hanbalis and sunnah according to the majority of scholars. Its place is during the rising motion. If one recites it after having fully stood upright, it is as if it was not recited. His prayer is valid according to the majority of scholars. According to the Hanbalis, obligations are waived by forgetfulness and compensated by the prostration of forgetfulness (sujud al-sahw), and since he performed the prostration of forgetfulness, his responsibility is cleared. The prostration of forgetfulness in this case is prescribed before the salam (salutation of peace) as a recommendation, but performing it after the salam does not harm according to most scholars. If he said "Allahu Akbar" and then recited "Sami'a Allahu liman hamidah" before fully standing upright, his prayer is valid according to the Hanbalis because he performed the obligatory remembrance in its proper place, and performing the prostration of forgetfulness after the salam does not harm.
