Is it obligatory for a woman to perform ghusl if complete intercourse did not take place between the spouses, and the matter was limited to manual pleasure, and is this required of her before fasting the next day?

Ghusl is obligatory for both men and women upon the meeting of the two circumcised parts (intercourse), even if ejaculation does not occur, and upon ejaculation, even if the two circumcised parts do not meet. As for fasting, its validity does not require ghusl from janabah before dawn. Rather, the fast is valid even if one begins his day in a state of janabah, but one must hasten to perform ghusl to catch the Fajr prayer.
