It is not permissible to obtain or use this card because it involves two prohibitions: signing a declaration of usury (riba), and the potential of falling into usury if one delays payment. Whoever does not have such a necessity commits a sin, and the sin increases with delayed payment and falling into usury, along with the obligation to repent. The Prophet (peace and blessings be upon him) cursed the one who consumes usury, the one who feeds it, its scribe, and its two witnesses.
