What is the ruling on locating graves next to mosques, sitting in them, and seeking blessings from their occupants?

There is no objection to mosques being adjacent to cemeteries if the mosque is outside the cemetery. There is also no objection to sitting in cemeteries for admonition. However, seeking blessings from them is forbidden and a means to shirk (polytheism).
