What is the ruling regarding a father refusing to marry off his daughter in an effort to secure her financial future, thereby causing her psychological distress and academic decline?

If you are an adult of sound mind and a suitable suitor proposes to you and you accept him, then inform your father of your desire to marry. If he refuses, seek the help of wise people to persuade him. If he insists on refusing, then take the matter to the Sharia judge so he may marry you off or order one of your guardians to do so. And you must be patient and supplicate until your marriage is facilitated.
