Is obtaining a passport or an ID card from a ruler who governs by man-made laws considered an act of disbelief (kufr) or seeking judgment from a Taghut (tyrant/false deity)?

Resorting to Taghut occurs when one intentionally and by choice deviates from the rule of Allah and His Messenger, and resorts to man-made laws to resolve disputes. As for obtaining a passport or an identity card, this does not constitute resorting to Taghut, and the assumption that it is an acknowledgment of the legitimacy of these systems or an act of loyalty to them is incorrect. Therefore, there is no harm in obtaining a passport or an identity card for those who need them.
