What is required of one who was negligent in making up days from Ramadan in 2018, and is it necessary to make them up twofold?

If delaying the making up of Ramadan fasts is due to laziness and not incapacitation, then the person is sinful and must repent to Allah. One only makes up the number of days they missed, and pays a fidyah (expiatory feeding) for each day; there is no multiplication of the make-up fasts. Delaying the make-up fasts until another Ramadan without a valid excuse necessitates making them up along with feeding one poor person for each day. If the delay extends beyond two Ramadans without a valid excuse, the obligation does not increase beyond making up the fasts and paying the fidyah. One must fast a number of days equal to the days missed.
