What is the ruling regarding someone who talks to women about explicit sexual topics and fondles his penis without ejaculation during fasting, and is it better for him to break his fast?

Speaking with a non-mahram woman about lustful matters is forbidden and leads to indecency. The prohibition is further emphasized if the person is fasting, as the Prophet, peace and blessings be upon him, said: "Whoever does not give up false statements and evil deeds, Allah is not in need of his leaving his food and drink."

Therefore, it is incumbent upon the fasting person to beware of such speech and actions and to repent from them. If speaking with her results in the emission of semen, the fast is not broken according to the relied-upon opinion, because it is less severe than repeated looking, which does not invalidate the fast due to ejaculation caused by it.

It is forbidden to tamper with the penis for pleasure or masturbation, and all the rulings that result from it.
