Is it permissible to give zakat on used gold to a brother who has no income and smokes shisha, or to poor families who are deserving of charity?

Scholars differ on the obligation of zakat on worn gold, and it is more prudent to pay it. It is permissible to give zakat to a poor brother; in fact, he has more right to it, for the Prophet, peace and blessings be upon him, said: "Charity given to a poor person is one charity, but charity given to a relative is two: charity and strengthening ties." However, if he uses the zakat money for disobedience to Allah, then it is not permissible to give it to him, unless it is known that he will not spend it on disobedience, while advising and guiding him to abandon the forbidden and seek work, for the Prophet, peace and blessings be upon him, said: "If you wish, I will give you [from it], but there is no share in it for the rich, nor for the strong who earns a living."
