What is the ruling on some common people saying: "I will do such-and-such with God or without God," and how should the one who says it be advised?

This word is abhorrent and reprehensible. Its speaker, if he does not repent, is in great danger, because it attributes failure in doing something to Allah. The correct understanding is that everything in the universe, all actions and events, occur by the will of Allah alone. What Allah wills comes to be, and what He does not will does not come to be. Allah has taught us to link our future actions to His will, exalted be He, for in doing so there is facilitation of the matter, attainment of blessings, and seeking Allah's aid.
