Is it permissible to pay for the surgery expenses of a sister's husband who has diabetes from zakat funds, and is zakat permissible for her?

It is permissible for a wife to give her husband from her Zakat, and it is permissible for others to give him from Zakat funds, if he is unable to afford the operation himself and does not have the means to pay for his treatment.
