Is it permissible to sell land to another person after agreeing to sell it to the homeowner, and [the homeowner] being unable to provide the agreed-upon amount?

What was mentioned has two situations:

1. If the sale has been finalized between you and the landowner, then it is not permissible for you to sell the land to another person, because the Prophet (peace be upon him) said: "Do not sell what you do not possess." 2. If what transpired between you and the landowner was merely a non-finalized offer, then it is not permissible for you to sell to the second person unless the first person withdraws, because the Prophet (peace be upon him) said: "A Muslim should not make an offer over the offer of his brother, nor should he propose over his proposal." This is forbidden if explicit mutual consent has been reached.
