Is fasting obligatory for someone who suffers from chronic constipation accompanied by stomach pains and discomfort, and needs to use laxatives, especially since this condition may persist for a long time?

It is permissible for a sick person to break their fast if fasting causes them significant hardship, not if the hardship is minor. The statements of jurists have clarified that the illness which permits breaking the fast is that which intensifies hardship or leads to harm.

As for making up the days a sick person has missed, if their illness is hoped to be cured, they should break their fast and make up the days later. Feeding the poor is not sufficient for them. However, if the illness is chronic and not hoped to be cured, and they cannot fast except with extreme hardship and a need to take medication, then they should feed one poor person for each day.

It was indicated that medications which do not invalidate the fast are non-nutritive therapeutic injections and what is absorbed through the skin, such as lotions and ointments.
