Is it permissible to give a brother zakat to pay off his debts and cover his marriage expenses?

It is permissible to give zakat to a brother for marriage, debt repayment, or any other legitimate purpose, provided that he is poor and does not possess sufficient means for that. The recipients of zakat are the poor, the needy, and others whom Allah Almighty mentioned in the verse from Surat At-Tawbah.
