What is the ruling on one who says concerning divine decree (Al-Qadar): "Indeed, Allah knew what you would do, so He wrote that down, and you do not do that because Allah wrote it"?

The Sunnis believe in the four levels of divine decree (Qadar (definition)): knowledge, writing, will, and creation. As for those who affirm knowledge and writing but deny will and creation, they align with the doctrine of a group among the Qadariyyah who combine truth with falsehood. These are misguided innovators, but they are not on the same level as the Qadariyyah who deny knowledge, whom the scholars declared disbelievers.
