Are there conditions for not deeming a ruler who does not govern by what Allah has revealed an infidel, taking into consideration His (the Almighty’s) saying: "And whoever does not judge by what Allah has revealed, then it is those who are the disbelievers," and that what is meant by "what Allah has revealed" is the Qur’an and the Sunnah?
